IMPORTANT:
Registration for Illinois:  Register now! PaintCare is currently developing a program plan to be submitted to the Illinois Environmental Protection Agency (IEPA). The program is anticipated to start in 2025. Manufacturers who sell or ship architectural paint products into Illinois can log in and register so we can list your company as a participant in the plan. What is the difference between being registered and setting up an account?
 
Companies that appear on public registration lists are always manufacturers (not distributors or retailers), and PaintCare and state paint stewardship laws also refer them to as “Producers” or “Participants.”  Distributors and retailers that set up accounts in this reporting system are doing so in order to use the system to file reports on behalf of manufacturers.

What Can You Do Here?
 
Once you have established an account, you will be able to sign up for PaintCare programs on a state-by-state basis. Each account requires a primary contact to fill the role of administrator for the company’s account. The primary contact will be able to add any number of secondary contacts who may view company information, file reports, and sign remitter agreements. This website allows you to do the following:
 
Manufacturers
 
  • Register: Use this site to register your company and brands with one or more state programs. Registration means that your company and brands will be included on registration lists. These lists are made public on http://www.paintcare.org and on state agency websites to inform the public that your company is participating in a state’s paint stewardship program. If you sign up for more than one state, you only need to provide one brand list; the same list of brands will be used for all states for which you are registered.

Manufacturers, Distributors, and Retailers
 
  • File Sales Reports: Most companies file sales reports monthly. The reporting section of this website helps calculate the fees that are due to PaintCare based on the number of containers sold for each of the container size categories for each state.
 
  • Set up and View Remitter Agreements: Remitter agreements allow a dealer (distributor or retailer) to file reports on behalf of a supplier (usually a manufacturer, but sometimes a distributor). For companies with remitter agreements, this site allows you to manage your agreements. You may view lists of companies with which you already have agreements and also monitor the status of pending agreements. If you want to set up new agreements, this site allows you to search for other companies and ask them to work with you. To do so, each party must already have an account with PaintCareReporting and they must have already added the state to their account. 
 
  • Manage Your Account: Update company information, add or change contact people, and join programs in new states.
